Jeffers currently has one more year left on a lucrative two-year deal at Ewood Park with Rovers also having an option to have the former Everton and Arsenal man for a third term.
It is believed that Jeffers is on a hefty salary at Rovers but he has fallen down the pecking order with Benny McCarthy, Roque Santa Cruz, Maceo Rigters, Matt Derbyshire and Jason Roberts seeming above him in Mark Hughes' plans for next season.
But if the former England striker demands similar wages to what he is on at Ewood, there is a danger of the deal collapsing as The Owls are wary of changing their entire wage structure to accommodate Jeffers.
It looks as if the deal to bring Scottish striker Derek Riordan will be a short-lived chase after Celtic demanded £1million for the player who score five goals in fifteen appearances last season and cost The Bhoys only £100,000.
A new name linked today is 18-year-old Newcastle striker Andy Carroll who has impressed during The Magpies' pre-season campaign but will have little chance to impress in the Premiership.
He is behind the likes of Michael Owen, Mark Viduka, Oba Martins, Alan Smith, Shola Ameobi and Albert Luque and boss Sam Allardyce feels Carroll's career could improve with more first-team chances.
Meanwhile, David Graham has signed a one-year deal at Gillingham following his release from Wednesday while Steve Adams has rejoined Paul Sturrock at Swindon after impressing during a trial spell.
