The defensive midfielder started his career at Home Park but things went stale for the 24-year-old after getting booed by the Argyle supporters recently.
He was part of the double promotion-winning squad under Paul Sturrock and according to Plymouth boss Bobby Williamson, he will be sorely missed.
He told Argyle's website: "There are certain players who fill a role in a team who probably don't get appreciated, and Steve is probably one of those because he is usually delegated to do a specific role, but such players are very important."
